Add water, cauliflower, butternut, and carrots to a large saucepan over medium heat. Cover and cook for about 10 minutes or until vegetables are tender. Add the vegetables and cooking water to a food processor, and blend until smooth.
Return blended vegetables to the saucepan over medium heat. Add the milk, cheddar, and cream cheese. Stir until smooth.
Add elbow pasta to the vegetable and cheese mixture in the saucepan and mix thoroughly. Season with salt and pepper. Reduce heat, cover and simmer for 20 minutes or until pasta is al dente.
